This is an independent educational tool to help Rajasthan government school employees understand promotion pay fixation (वेतन नियतन) as per Rajasthan Service Rules 2021, Rule 31(B). This guide explains the rules, formulas, and procedures for salary fixation on promotion from one pay level to another.
When a government employee is promoted from one post to a higher post (e.g., Senior Teacher to Lecturer, or Lecturer to Vice-Principal), their salary must be re-fixed in the new pay level as per prescribed rules. This process is called Pay Fixation on Promotion. The fixation is done by the competent authority (Principal or Block Education Officer) and a formal office order is issued.
| Promotion Type | From Level | To Level | Fixation Authority |
|---|---|---|---|
| Third Grade → Senior Teacher | Level 10 | Level 11 | Principal |
| Senior Teacher → Lecturer | Level 11 | Level 12 | Principal |
| Lecturer → Vice-Principal | Level 12 | Level 14 | Principal |
| Vice-Principal → Principal | Level 14 | Level 16 | CBEO/DEO |
As per Rule 31(B) of Rajasthan Service Rules 2021, the pay fixation on promotion is done as follows:
Suppose a Senior Teacher (Level 11) is promoted to Lecturer (Level 12) on 01 April 2026, with current Basic Pay ₹47,900 (Level 11):
| Step | Action | Amount (₹) |
|---|---|---|
| 1 | Current pay in Level 11 | 47,900 |
| 2 | Notional increment @ 3% (rounded to ₹100) | +1,400 = 49,300 |
| 3 | Identify next cell in Level 12 ≥ ₹49,300 | 49,900 |
| Result | New Basic Pay (Level 12) | ₹49,900 |
| 4 | Next Date of Increment (DNI) | 01 July 2027 |
Q: When should the fixation order be issued?
A: The order must be issued on or before the employee's joining date in the new post. Delay can lead to pay arrear calculations.
Q: What if promotion is from a higher cell and the new level starts lower?
A: The formula still applies — the notional increment is added and the next matching cell in the new level is identified. The new basic pay cannot be lower than the previous basic pay.
Q: Is a separate order required for each promotion?
A: Yes. Each promotion requires a separate pay fixation order signed by the competent authority, with full details of the employee, promotion dates, pay history, and the new fixed pay.
Q: Can I download the generated order as PDF?
A: Yes — this tool generates a printable A4-format office order that can be downloaded as a PDF using the Download button.
